Dear all intellectual property service agencies and practitioners in Beijing:

The proposal for the "15th Five-Year Plan" adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China explicitly states to "strengthen the protection and utilization of intellectual property rights." This concise expression precisely integrates intellectual property rights into core tasks such as scientific and technological innovation and industrial upgrading, highlighting their strategic core value in the overall national development landscape. Intellectual property work serves as one of the important hallmarks of high-quality development in the capital city. The full-chain intellectual property service system centered around patent agency and trademark agency plays a crucial supporting role in the construction of an international center for scientific and technological innovation and a demonstration city for a strong intellectual property country. At the same time, it shoulders the sacred responsibility and important mission of empowering the capital's innovation-driven development. To further promote the high-quality development of Beijing's intellectual property service industry and facilitate the deep integration of intellectual property services with the modern economic system, we hereby issue the following initiatives to all practitioners:

1. Uphold the Rule of Law and Lay a Solid Foundation for Honest Practice

Conscientiously abide by laws, regulations, and industry regulatory requirements. Actively practice the "Service Convention of the Intellectual Property Agency Industry," take the initiative to participate in activities for improving the work style of the intellectual property agency industry, and earnestly study industry norms such as the "Code of Ethics and Disciplinary Regulations for Patent Agents" and the "List of Prohibited Employment Behaviors for Patent Agents." Resolutely resist illegal and non-compliant behaviors such as agency of abnormal patent applications, renting or lending of qualifications, and vicious price competition. Adhere to the principle of honesty and credit, fulfill duties diligently to safeguard the legitimate rights and interests of clients, keep their technical and business secrets confidential, refrain from conducting business beyond the scope of entrustment, and demonstrate the industry's credibility through honest practice.

2. Prioritize Quality and Hone Professional Service Capabilities

Establish the concept that "high quality is the lifeline of the industry," shifting from "competing on price" to "competing on quality." Uphold the spirit of craftsmanship, strictly control the quality of all aspects such as agency, drafting, responses, and procedures, and reject low-quality and inefficient services. Take the initiative to practice the concept of lifelong learning, keep pace with relevant regulatory revisions and industrial technological innovations, continuously improve professional competence and service skills, and focus on building comprehensive capabilities in intellectual property agency services to provide innovative entities with professional, efficient, and precise intellectual property service solutions.

3. Adhere to Professional Ethics and Create a Sound Competitive Environment

Respect peers and provide mutual assistance within the industry. Do not belittle or slander the reputation and capabilities of other intellectual property service agencies and practitioners. Abandon industry "involution" and improper competition methods, refrain from soliciting business through promises of material benefits or false associated promotions, and consciously maintain a fair and orderly market order. Conscientiously accept administrative supervision, industry self-regulation, and social supervision, take the initiative to regulate professional conduct, and jointly create and maintain a healthy development ecosystem for the industry.

4. Serve the Overall Development and Demonstrate Industry Responsibility

Based on the functional construction of the capital's "four centers," actively meet the innovation needs of key industries and provide a full-chain of intellectual property services for the integration of scientific and technological innovation and industries. Actively participate in responding to and collaborating on foreign-related intellectual property disputes and assist in protecting the overseas rights and interests of innovation and entrepreneurship enterprises. Actively participate in industry exchanges and social public welfare services, jointly cultivate market demand oriented towards high quality, and enhance the public's awareness and recognition of the intellectual property agency industry.

Dear colleagues, self-regulation through norms is the inevitable path for the healthy development of the industry, and high-quality services are the core support for empowering innovation. Let us work together, guided by the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, take it as our own responsibility to abide by professional ethics and strictly observe professional discipline, start from ourselves and be strict with details,consolidate industry consensus, gather development synergy, and jointly promote Beijing's intellectual property agency industry to a new stage of higher-quality development.
